State Legislated: 
The Rockingham Industrial Park West is in a Tier 1 County and it is located in a Development Zone

Job Creation Tax Credits of $16,500 per job with a wage standard level of $432 per worker per week.

Investment Tax Credits of 7% of the value in excess of the threshold, no threshold value required for machinery and equipment.

Worker Training Tax Credits of up to a maximum of $1,000 per worker.

Research & Development (R & D) Credits of up to 5% of state share of taxpayer expenditures for R & D.

Customized Industrial training for employees.

Local Government:
The Richmond County's Economic Development Incentive Grant Program awards up to a minimum of 50 percent of the local taxes on investments of at least $1 million. All grants may be provided for a maximum of five consecutive years. Increases on grant amounts are based on investment.

Richmond County has a revolving loan fund program. 

Utilities:
Power companies are empowered to establish reduced electrical power rates for the company for periods subject to negotiation. Additional costs, such as transformer placement and utility tapping fees, can be deferred or forgiven. Water and wastewater rates may be negotiated.

Regional Partnership:
Regional Partnership assistance equivalent to $1,000 per new permanent job created up to a maximum of $25,000. Funds may be used to offset costs of site development, shell-building purchase, relocation expenses, and a broad range of other purposes related to the project.

Guidelines for Funding Project Requests

$25,000 is the maximum funding amount that will be considered per project, based on $1,000 per job. (Example: If 25 jobs are created, $25,000; 15 jobs created, $15,000, etc.) 

Two projects that are active are the maximum allowed per county at any one time. 

$50,000 is the maximum amount that will be funded to any county per fiscal year (July 1-June 30). 

A local dollar-for-dollar match is required up to the amount funded and the match must be in cash or some other hard local asset that has not been used for any other match criteria. (Example of local match: County has adopted Industrial Development Grant Forward Policy, Reduced/Discounted Land, Cash, etc.) 

No Partnership funds will be committed for Intra-Region relocations. 

Commitment letters will be dated as of the date of the Partnership approval and such approval will be granted for 90 days only. 

Priority will be given to funding projects based on the N.C. Department of commerce distressed county rankings. 

Loan requests will have priority over grant requests.

The Partnership's policy is that these funds are to be utilized as a "deal closer" - not a beginning "up-front" inducement (ice cream - not carrot).

Any requests for funding should be submitted with a minimum of the following information: Number of jobs projected, wage scale range, environmental considerations, and projected schedule of how the project will develop.

The Partnership reserves the right to "suspend the rules" in the event of a major regional employer prospect. (Example of major project: 500 jobs, $100,000,000 investment)

The company that is the recipient of these incentive funds must submit a letter on company letterhead, addressed to the president of The Southeastern Partnership, Inc., stating that the financial contribution from North Carolina's Southeast was a significant factor in their decision to locate in southeastern North Carolina. This letter must be received prior to the disbursement of funds.
